Why Verification Matters

Before any financial commitment to property in Pakistan, a thorough entitlement search is essential. This involves verifying the Fard-e-Malkiat (Record of Ownership) to confirm the seller's current standing in government records and to detect any encumbrances, disputes, or illegal occupation.

For overseas Pakistanis, this due diligence is critical — properties left unattended for years are vulnerable to fraudulent transfers, forged documents, and "Qabza" (illegal occupation).

Key Land Records Explained

Fard-e-Malkiat (Ownership Certificate)

The official extract from revenue records showing current ownership. This is the primary document used to verify who legally owns a property. Now available digitally through Arazi Record Centers.

Jamabandi (Record of Rights)

The periodical register of rights which outlines ownership, tenancies, and any encumbrances such as bank mortgages, court-ordered stay orders, or pending litigation. Updated every four years.

Khasra Number

The unique identifying number assigned to a specific parcel of land in the village map. Essential for locating the exact plot boundaries and verifying physical possession.

Khewat/Khata Number

The account number representing the owner's total holding within an estate. Links all parcels owned by the same person or family.

Khasra Girdawri (Harvest Inspection Register)

A record of crop inspections providing evidence of who is actually cultivating or possessing the land. Critical for detecting "Qabza" or illegal occupation — if someone else's name appears as cultivator, it may indicate unauthorized possession.

The Patwari & Digital Systems

At the most granular level of the revenue hierarchy is the Patwari, the custodian of the "Record of Rights" for a specific circle or "Halqua". The Patwari maintains 17 distinct registers and historically held substantial power as the sole possessor of village land maps and ownership histories.

The Punjab Land Records Authority (PLRA) was established to modernize this system, introducing Arazi Record Centers (ARCs) as "one-window" digital hubs. However, the current landscape is a hybrid:
